I'm trying to build a SnG bot. What is currently the best (as in opponent quality) public available test-environment I can play against?

Haha +1 for honesty. Okay, let me rephrase: What is currently least sucking (as in opponent quality) public available test-environment I can play against? Just a few simply hard-coded fish and nits is already a starting point.

Well, I'd recommend that: http://code.google.com/p/opentestbed/ as a starting point. However, it has cash-only support but fortunately IMO it wouldn't be too hard to tweak it to support sngs. You'll find some hard-coded simple bot there, which you can easily tweak to behave like a LAG/NIT etc. That's what I'd use, wrt publicly availability.
